She has significantly contributed to the development of the education networks such as the European Schools and eTwinning, as well as to the development of pedagogical high schools. She has coordinated large scale projects on teacher education and training, development of life skills, curriculum for teacher training, curriculum for Romanian language and other topics with the view to increase the quality of the education.

Sorin Mihai CÎMPEANU, PhD

Sorin Mihai CÎMPEANU is the Minister of Education in Romania since December 2020. He was also Minister of Education and Research between 2014 and 2015. Since 2012 he has held the position of rector of the University of Agronomic Sciences and Veterinary Medicine in Bucharest, holding in parallel other important positions: president of the National Council of Rectors (2013 - 2020), president of the Francophone University Agency/ AUF (2017 - present), and member of the Romanian Parliament (2016 - present). He has a professional experience of over 30 years in higher education in Romania and abroad. His teaching activity resulted in the publication of 18 books and book chapters, and over 100 scientific articles, individually or in collaboration, as well as the management of over 30 national and international projects. For his activity, in 2019 he was decorated by the Romanian Presidency with the National Order of Steaua României (The Star of Romania), in the rank of Knight, and in 2020 by the French Government with the Order of Palmes Académiques (Academic Palms) in the rank of Commander. In 1991 he graduated from the University of Agronomic Sciences and Veterinary Medicine in Bucharest - Faculty of Land Reclamation and Environmental Engineering. He received a PhD in engineering from the same University in 2000.

Ligia Deca is the Presidential Adviser for Education and Research and coordinator of the National Project “Educated Romania” initiated in 2016 by the President of Romania, Klaus Iohannis. She graduated a PhD program in Political Sciences and Educational Policies at the University of Luxembourg with research on the internationalization of higher education and furthered her studies on the same topic as postdoc research fellow at the „New Europe College”. Author of several papers and studies in the field of educational policies, approaching topics that ranged ranging from the internationalisation of higher education to adaptive educational practices in the context of the COVID-19 pandemic, Deca also worked as an expert for the Council of Europe, European Commission, EQAR, DAAD etc. In 2014, she was a member of the ‘Science in Education’ Expert Group set-up by the European Commission. Ligia Deca was also a member of the Board of Directors at Fulbright in Romania (2017-2020).

Ricarda Kaiser is the deputy state chairman of the Education and Science Union in Baden-Württemberg (GEW-Gewerkschaft Erziehung und Wissenschaft Baden Württemberg). As representative of the GEW she is in the board of the staff council at the Ministry for Culture, Youth and Sport Baden-Württemberg for elementary, secondary, technical, secondary and community schools as well as for special needs education and advice centers (Hauptpersonalrat GHWRGS). The 19 members of the council represent more than 69,000 employees at these types of schools in fundamental matters (e.g. principles of recruitment, transfers, further training and promotions, teacher exchange between the federal states, administrative regulations ...) at the Ministry of Culture, Youth and Sport. Most of them work at the school and are only partially released from work as staff council members. Ricarda Kaiser also conducts training courses on education issues and is often invited in the media to present aspects regarding the education system. Since the school is facing major challenges that have to be tackled, especially due to the pandemic situation, such topics are digitization, democratization, real quality development, further development of the concept of education, creation of free spaces and the advancement of integration and inclusion.

Kay LIVINGSTON, PhD

Dr Kay Livingston is Professor of Educational Research, Policy and Practice at the School of Education, University of Glasgow. She works closely with policy-makers, school leaders, teachers and key educational stakeholders at international, national and local levels. She was a Director in Learning and Teaching Scotland and then in Education Scotland from 2007 – 2012, with wide-ranging responsibilities including teacher professional learning and specifically developing mentoring in schools across Scotland. Since a secondment to Technical Assistance Office in Brussels in 1997, working with the then Comenius Programme Projects, Kay’s work has had a strong international focus. She continues to work with senior policy officials from Ministries of Education in the EU countries and has contributed to EC publications. It carries out activities specific to the field of continuous training of pre-university teaching staff, to the field of educational management, quality assurance, evolution in the teaching career and legislation specific to pre-university education.

Between 1996-2006, she teaches courses of Psychopedagogy for preschool and primary school (2001), Theory and methodology of the curriculum (2003-2006). Moreover, she also guides the Pedagogy practice of the students at “Colegiul Universitar de Institutori Bârlad”. Since 2006, she has coordinated theses for obtaining level 1 of Teaching certification by kindergarten and primary school teachers enrolled at “Universitatea Al .I Cuza” Iași. During the period 2010-2014, she takes advantage of her extensive experience as a mentor to fulfill her duties in the position of school inspector for Mentorship, then school inspector for Permanent education (2014-2018), and school inspector for Institutional management (2018-2021).

The experience in projects with disadvantaged groups offered her a new persepective of the needs in education.
